Doing Business in the European Union 2020: Italy surveys 13 cities finding that no single city does equally well on all five indicators: each indicator ranking is led by a different city, and cities that do very well in one area are at the bottom of the ranking for others. For example, starting a business is easiest in Ancona and Milan, while Ancona ranks second to last on getting electricity, and Milan ranks last on dealing with construction permits. Also, it is easiest to register property in Rome, which is the hardest city in which to start a business. Cagliari and Turin lead the rankings on construction permitting and enforcing contracts respectively, but they lag behind the other cities on registering property. Bologna, the best performing city in the area of getting electricity, is the only city that stands in the upper half of the rankings in all five areas.
